  5. PEER REVIEWER - GLOUCESTER COMMUNITY CONSULTATIVE COMMITTEE - NSW
  6. (posted 21 January, 2012)

EXPRESSION OF INTEREST - INDEPENDENT PEER REVIEWER for GLOUCESTER GAS PROJECT

    Introduction
The Gloucester Community Consultative Committee (GCCC) through AGL Energy Limited (AGL) is seeking to engage an independent peer reviewer to provide advice to the GCCC and broader community on groundwater and surface water investigations associated with the Gloucester Gas Project.

Water resource protection (both surface water and groundwater) is a key issue that communities want more certainty about. To assist the Gloucester community being informed about a range of water issues during exploration programs (and the planned Stage 1 development of the Gloucester Gas Project), AGL has committed to deferring the Gloucester CSG exploration drilling program until an independently peer-reviewed hydrogeological study has been completed and the results made public.

    Background
AGL is actively exploring for Coal Seam Gas (CSG) in the Gloucester Basin and holds exploration rights under Petroleum Exploration Licence (PEL) 285 issued under the Petroleum (Onshore) Act. The Gloucester Basin is a small Permian coal basin located approximately 100 km north of Newcastle in New South Wales. Further details are available from AGL’s website at: http://agk.com.au/gloucester/

The client for this role is the GCCC who will be actively involved in the selection and recommendation of a suitable candidate. All project management (including the supply of technical reports, other references and relevant data/information for the peer reviewer) will be coordinated by AGL.

    The Peer Review role
The role of the Peer Reviewer is to provide independent advice to the GCCC on scientific and technical matters relating to Coal Seam Gas (CSG) groundwater and surface water studies completed to date for the Gloucester Gas Project (GGP). These primarily relate to the Stage 1 Gas Flow Development area of the GGP. The role involves four key tasks:

    1. The Peer Reviewer is to determine whether the AGL studies are ‘fair and reasonable’ and form a sound basis for the independent review. This work is required to provide an expert view to the community on the extent of these studies, the baseline data collected to date, and their suitability for assessing impacts to water resources and the connectivity of aquifers as a result of deep coal seam dewatering. If any gaps are identified through this process, they will be noted and reported. This will not preclude the second key requirement of the role to be completed.
    2. The second primary task is to review the substantial hydrological and hydrogeological information contained in the Phase 1 (URS and SRK Consulting) and Phase 2 (Parsons Brinckerhoff) technical reports. Recent raw monitoring data sets (water level and water quality data) will also be supplied to the Peer Reviewer for review and assessment.
    3. The Peer Reviewer is required to:
      • attend the next GCCC meeting in Gloucester on 23 February 2012.
      • prepare an independent assessment of the hydrogeological studies completed for the project by the end of March 2012.
      • present the findings of the report to the GCCC at its March meeting and be available to attend community open days over two consecutive days (most probably during April).
    4. Additional community presentations may also be required but none have been scheduled at this time.

The duration of the Peer Review role is approximately 8 weeks to the end of April 2012, however there may be a requirement for ongoing peer review services and the contract may be extended.

Selection Criteria for an Independent Peer Reviewer
The technical skills and knowledge required for this role include geology, hydrogeology, hydrology and hydrogeochemistry.

The following criteria have been decided by the GCCC for this important technical review role. The report will contribute to local community confidence in the technical rigour of the studies that have been conducted to date, critique the conclusions that have been reached, and evaluate the ongoing monitoring programs and networks that are in place to assess any longer term connectivity and water resource impacts.

The proposed technical peer reviewer must:
    • Be a hydrogeologist or groundwater manager with at least 10 years experience in regional groundwater investigation and monitoring programs
    • Have a good understanding of catchment hydrology and water resources
    • Be able to demonstrate objectivity in assessing and reviewing technical studies
    • Be able to communicate the findings of the peer review to diverse audiences
    • Be bound by a company’s and/or a professional association’s Code of Ethics or Code of Conduct
    • Not have been directly employed by AGL in relation to any of its CSG exploration or production programs
    • Be available and accessible for the duration of this initial peer review

It is also highly desirable but not essential that the proposed technical peer reviewer:
    • Have Permian coal basin geology/hydrogeology experience in eastern Australia
    • Have an understanding of CSG exploration and production activities
    • Be a recognised expert in hydrogeological studies that is acceptable to regulatory agencies in NSW and ACT
    • Have previous involvement in similar technical peer review studies, and presentations to local communities

    Expression of Interest
If you are interested in being considered for this role, please contact John Ross (Manager Hydrogeology) at AGL Energy on jross@agl.com.au for the full brief and Terms of Reference for this role.

All applications for the role (written response addressing the role and the selection criteria plus your CV) must be received by close of business on Thursday 2 February 2012.
